Changed Namo's head, it was really bothering me... and changed his shoulders, too, since I think that was really what threw off the 'disembodied head - but wait, he has arms!' thing. This should be better
I've been struggling with this for the past three weeks, and it's finally at the point where I'm mostly kind of satisfied with it. It's quite possible that I'll still tweak it once in a while.
Basically, this represents the idea that Namo (Mandos) will forever hold Feanor's spirit since he will never be reborn.
Headcanonly, this represents the real reason Feanor will never be reborn - Mandos is a creepy possessive bastard and likes torturing the poor soul too much.
Or,
In which Mandos is quite disembodied and Feanor is a vacant porcelain doll that has given up all hope of ever seeing his family and life's work again.
This was, admittedly, inspired by a certain fics. I'm trying to find and link them but I can't seem to figure out where they are...

But I must oppose to your description.
I have third version, in which Mandos isn't so malevolent.
Fëanor is maybe just to proud to take part on his court - he is judging his deeds only on his own. So his court will be never held. I believe he could be reborn if he swallows his pride, but I am afraid it will never happen.
